This training guide was developed for the 2020 Olympics in Vancouver,  but it can still be used as a general reference guide for individuals interested in being a legal observer. A Legal Observer is a calm, independent, objective witness to the activities of security forces. Sometimes the mere presence of Legal Observers serves as a deterrent to abusive behaviour by police during a demonstration.
